It is the result of months of strategic review -- something that has not been done for NASA since the mid-70s when debates were held over the direction the shuttle would take. Say what you will of how that program (STS) turned out -- but the important thing for this discussion is that it did 'turn out'.Too much time and energy has been spent on this to be just another campaign promise. Whatever shape this plan takes after its announcement, I highly doubt it will go away. So this is not just another political announcement.
